In this annual overview, we reflect on 2023, a year where renewal and unity took centre stage for Bureau REACH. The revision of REACH has been postponed until after 2024, but the revitalisation of many other plans within the European Chemicals Strategy has already begun. Consider, for instance, the adjustments to CLP. All of this injects fresh energy into 2024, yet it also calls for connection and a comprehensive approach. Collaboration with colleagues within RIVM, policy departments, and international partners becomes increasingly vital.

Looking back on 2023, our work was extensive and varied. We contributed to various REACH and CLP processes through Dutch proposals, comments, and policy advice. I am proud of the dedication of many RIVM colleagues across a wide spectrum of working groups and committees. This extends to how we engaged internationally in pursuit of innovation and integration.

One of our most notable achievements was the submission of the PFAS restriction proposal in collaboration with European counterparts from Germany, Norway, Denmark, and Sweden. This marks a milestone in our efforts towards safe chemical management. We were also pleased with the confirmation by the European Court of Justice of the SVHC status of PFAS substances released during the use of GenX technology, for which we had previously submitted a proposal.

In 2023, the revision of the CLP regulation took shape. We contributed to the development and implementation of criteria in Annex I of CLP and associated guidelines for significant new hazard classes for endocrine disruption and persistence. Furthermore, we advised the Ministry of Health, Welfare and Sport (VWS) in negotiations concerning amendments to the text of CLP. This resulted in adjustments such as the regulation of online sales, tightening of rules for the classification of substances with multiple components, and regulations for supply via refill stations.

In addition to our involvement in European legislation, we focused on validating new or modified test methods and the introduction of New Approach Methodologies (NAMs) at national and international levels. The aim is to reduce the use of laboratory animals and strengthen trust in safety assessments under legislation.

Although 2023 did not bring us a revision of REACH, we witnessed numerous developments guiding our work. We remain committed to innovation and integration, exploring the use of artificial intelligence and NAMs among other methods to enhance safety assessments.
